Chair David Barrow and Chief Armand La Barge will make a presentation to Mr. Michael Kirby, Mr. Nathan Middleton, Mr. David Aylett and Mr. Matthew Aylett for their heroic actions that saved the lives of two citizens who were stranded on Lake Simcoe.

PRESENTATION

4. Chair David Barrow and Chief Armand La Barge will present Mr. David Curran, Music Director, York Regional Police Male Chorus, with the Volunteer of the Year Award. See Chief of Police Report #7.



5. Chief Armand La Barge, Detective Jim Killby, Detective Rob Thomson and Detective Constable Philip Shrewsbury-Gee will make a presentation on child pornography, the sex offender registry and internet crimes.



COMMUNICATIONS

6. Lynne Kennedy, President, Canadian Association of Police Boards advising of the 17th Annual Meeting and Conference in Edmonton, August 16-19, 2006 and inviting Boards to submit resolutions by June 7, 2006.

REPORTS OF THE CHIEF OF POLICE

7. Volunteer of the Year Award

RECOMMENDATION
  1. That the contents of this report be received by the Board for its information.


8. Budget Statement for the Period Ending March 31, 2006

RECOMMENDATIONS
  1. That the Board receive the Budget Statement for the three month period ending March 31, 2006, in accordance with Police Services Board By-Law #04-01.

9. Architectural Services for Investigative/Support Services Facility

RECOMMENDATION
  1. That the Board authorize the award to perform Architectural Services for the Investigative/Support Services Facility with Parkin Architects Limited based on a sliding percentage of the tendered construction cost not to exceed $1,689,820, plus applicable taxes; and

  2. That the Board authorize the Chair to execute an agreement with Parkin Architects Limited to perform Architectural Services for the Investigative/Support Services Facility subject to the recommendation of the Regional Solicitor.


10. Automated Palm and Fingerprint Identification System APFIS Project

RECOMMENDATIONS
  1. That the Board enter into a contract with The Higgins-Hermansen Group, LLC for consulting services in support of the Automated Palm and Fingerprint Identification System (APFIS) acquisition project, at a cost of $101,860.41, including all applicable taxes; and

  2. That the Chair be authorized to execute a contract subsequent to recommendation 1, subject to prior review by York Region Legal Services.


11. Information Network Project

RECOMMENDATIONS
  1. That the Board authorize the purchase of Capital Networks Audience software and related hardware at a value not to exceed $99,625 plus taxes.


12. Employee Performance Assessment System

RECOMMENDATIONS
  1. That the Board enter into a contract for the purchase of the Employee Performance Assessment System manufactured by SpeedTrack Inc. pursuant to the approved capital budget for a value of $100,000.00 USD plus applicable taxes; and

  2. That the Chair be authorized to execute a contract subsequent to recommendation 1, subject to prior review by York Region Legal Services.


13. Towing Services Contract Renewals

RECOMMENDATIONS
  1. That the Board exercise the 12 month renewal for the Towing Contracts at #1 District with Elliott's Towing Service, at #4 District with York Auto and at #5 District with Williams Towing Services Limited.


14. Towing Services Contract #3 District

RECOMMENDATIONS
  1. That the Board receive and accept the following proposal to allow Elliott's Towing to provide towing services for #3 District impounded vehicles.


15. Delegated Signing Authority - Public

RECOMMENDATIONS
  1. That the contents of this report be received by the Board in accordance with Policy No. 07/04.
