PRESENTATIONS

4. Chair David Barrow will present the Police Services Board Award for Civic Leadership to Mr. Leo McArthur. The Board created the Award in 2006 to recognize the highest level of excellence in civic leadership.



5. Chief Armand P. La Barge will highlight key achievements of the York Regional Police during the last year.



COMMUNICATIONS

6. Order In Council Appointment (October 18, 2006) by the Lieutenant Governor of Ontario authorizing the reappointment of Mr. Asad M. Malik to the Regional Municipality of York Police Services Board for a further period of three years, effective November 17, 2006.



7. Chief Terry McLaren, President, Ontario Association of Chiefs of Police (October 24, 2006) responding to the Board's resolution on the injuring or killing of law enforcement animals.



8. Vic Toews, Minister of Justice and Attorney General of Canada (October 30, 2006) responding to the Board's resolution on the injuring or killing of law enforcement animals.



9. Monte Kwinter, Minister of Community Safety and Correctional Services (November 14, 2006) responding to the Board's resolution calling on the Government of Ontario to authorize the use of conductive energy devices by trained, front-line police officers.



REPORTS OF THE CHIEF OF POLICE

10. Budget Statement for the Period Ending October 31, 2006

RECOMMENDATION
  1. That the Board receive the Budget Statement for the ten-month period ending October 31, 2006, in accordance with Police Services Board By-Law #04-01.

11. Sergeant and Detective Promotions

RECOMMENDATION
  1. That the contents of this report be received by the Board for its information
12. Voice Radio System Maintenance Contract Renewal

RECOMMENDATION
  1. That the Board enter into a two-year Radio System Service Maintenance Agreement with Motorola Canada Inc. of a value not to exceed $250,788.60 in 2007 and $266,509.44 in 2008, exclusive of all applicable taxes; and
  2. That the Chair be authorized to execute a contract in accordance with Recommendation #1, subject to prior review by York Region Legal Services.
13. Purchase of 2007 Replacement Police Vehicles

RECOMMENDATION
  1. That the Board authorize the purchase of sixty-two (62) 2007 Ford Crown Victoria police package vehicles from the 2007 Capital Budget at a cost not to exceed $28,010.12 per unit, plus applicable taxes, for a total cost of $1,979,755.48 including taxes to replace existing vehicles.
14. Purchase of a Forensic Laser

RECOMMENDATION
  1. That the Board approve the purchase of a Forensic Laser from Spectra-Physics in the amount of $57,670.00, plus delivery, duty, brokerage and applicable taxes.

15. 2007 Board Meetings and Public Interest Agenda

RECOMMENDATIONS
  1. That the Board approve the revised meeting dates and public interest agenda for 2007.

16. Judicial Advisory Committees

RECOMMENDATION
  1. That the Board advise the Canadian Association of Police Boards that it supports representation from the law enforcement community on Judicial Advisory Committees, and specifically, representation from amongst the Chiefs of Police of each province or territory.
17. Ontario Association of Police Services Boards' Strategic Plan and Business Activities 2007-2012

RECOMMENDATION
  1. That the Board advise the Ontario Association of Police Services Boards that it supports the direction of its 2007 - 2012 Strategic Plan, particularly its advocacy role with the province, police sector stakeholders, the public and the media.
18. Records Management Policy

RECOMMENDATION
  1. That the Board amend its Records Management Policy to reflect changes to the records retention schedule.
REPORT OF THE REGIONAL SOLICITOR

19. Revisions to Purchasing By-law

RECOMMENDATION
  1. The Board authorize the enactment of a new purchasing by-law for the procurement of goods and services in compliance with the Municipal Act, 2001, thereby increasing the authority delegated to the Chief of Police or his designate to purchase goods and services and award contracts.
