Chair David Barrow and Chief Armand P. La Barge will present Mr. Robert Whitman with the Volunteer of the Year Award for his many years of commitment and ongoing dedication to the York Regional Police Pipes and Drums. See Chief of Police Report # 8



Chief Armand P. La Barge and the York Regional Police team will make a presentation on Counter-Terrorism and Criminal Extremism.



COMMUNICATIONS

5. Chief William Blair (March 28, 2007) inviting the Police Services Board to consider financial sponsorship of the Special Olympics Ontario 2007 Floor Hockey Championships at Humber College in Toronto, May 17-20, 2007.

6. Councillor Linda Pabst, Township of King and Councillor Cathy Morton, Town of East Gwillimbury (April 12, 2007) requesting that York Region Roadwatch become the responsibility of the York Regional Police.

7. Regional Councillor Joyce Frustaglio and Bill Hogarth, Director of Education, York Region District School Board, Co-Chairs of the Human Services Planning Coalition (April 18, 2007) requesting that the Regional Municipality of York Police Services Board celebrate June 1 as Peace Tree Day.

RECOMMENDATION
  1. That the contents of this report be received by the Board for its information.

  1. That the contents of this report be received by the Board for its information.

10. Community Policing Partnerships Grant Program Extension

RECOMMENDATIONS
  1. That the Board approve the two-year extension of the Provincial Community Policing Partnership (CPP) Grant Program from the Ministry of Community Safety and Correctional Services; and

  2. That the Chair be authorized to execute the agreement in accordance with Recommendation #1, subject to prior review by York Region Legal Services; and

  3. That the Board forward the agreement to The Regional Municipality of York requesting a resolution of Council authorizing the Region of York to enter into this agreement with the Ministry of Community Safety and Correctional Services.

11. Acquisition of Information Technology Equipment

RECOMMENDATIONS
  1. That the Police Services Board approve the transition to a purchase option to acquire further computer and network equipment; and

  2. That leasing proposals for I.T. Equipment be considered when and if a business case analysis indicates that leasing is clearly more beneficial than purchasing for a particular situation; and,

  3. That the Police Services Board forward a request to Regional Council to draw from Regional reserves totaling $2,886,000 in 2007, 2008 and 2009 and that repayment shall be made from future lease financing savings and Police Operating surpluses (if applicable).

12. Automated Palm and Fingerprint Identification System

RECOMMENDATIONS
  1. That the Board enter into a contract for the purchase of the Automated Palm and Fingerprint Identification System as presented by Cogent Systems in response to Request for Proposal #P07-01 pursuant to the approved budget for a value not to exceed $2,100,953.53 CAD inclusive of all applicable taxes; and

  2. That the Chair be authorized to execute a contract subsequent to recommendation 1, subject to prior review by York Region Legal Services.

  1. That the Board receive this report in accordance with the Board Policy, Delegation of Signing Authority - Chief of Police, Number 07/04.
