RECOMMENDATION:
- That the Board receive this report in accordance with the Board Policy, Delegation of Signing Authority - Chief of Police, Number 07/04.
SYNOPSIS:
This report contains a summary of the contracts and agreements that have been executed within the first quarter of 2007 in accordance with the Board Policy, Delegation of Signing Authority - Chief of Police, Number 07/04.
FINANCIAL IMPLICATIONS:
The funds necessary to satisfy the terms of each contract identified in this report are included in the approved 2007 Operating Budget.
BACKGROUND:
In accordance with the Board Policy relating to the Delegation of Signing Authority - Chief of Police, Number 07/04, the Chief of Police is authorized to approve and execute contracts and agreements relating to:
- Waivers, releases and grants of indemnification with respect to operational matters;
- Secondment agreements between York Regional Police and other policing agencies;
- Contracts and agreements of an operational nature in accordance with Purchasing By-law No. 11-06;
- Requests of unpaid leave of absence not exceeding sixty days;
- Approval of requests for credits from the Central Sick Bank pursuant to the Uniform and Civilian Working Agreements; and
- Operational protocols with other policing agencies.
The exercise of such authority by the Chief of Police is subject to the following conditions:
- The Chief of Police report to the Board on a quarterly basis regarding all contracts and agreements approved and executed pursuant to the authority delegated by the Board;
- Any contracts or agreements approved and executed by the Chief of behalf of the Board shall be subject to review and approval by York Region Legal Services as to form and content.
In accordance with Board Policy, the following charts identify agreements and contracts that have been executed within the first quarter of 2007.
At the November 29, 2006 Police Services Board meeting, the Board approved participation in co-operative purchasing agreements when it is in the best interests of the York Regional Police to do so. Section 12.3 of Purchasing By-law No. 11-06 requires quarterly reports to the Board advising of all goods and services acquired under these co-operative purchasing agreements.
