Chairman Danny Wheeler will request that everyone stand to observe a minute of silence in memory of Detective Constable Robert Plunkett #446, a 22-year veteran of York Regional Police, who died in the line of duty while attempting to make an arrest on August 2, 2007.

The Lieutenant Governor of Ontario appointed Mr. Sam Herzog to the Regional Municipality of York Police Services Board for a three-year term effective June 22, 2007.



2. SWEARING IN OF MS JOANNA YU
The Lieutenant Governor of Ontario appointed Ms Joanna Yu to the Regional Municipality of York Police Services Board for a one-year term effective June 20, 2007.



3. TRIBUTE TO FORMER BOARD MEMBERS
Chairman Danny Wheeler and Chief Armand P. La Barge will make presentations to Mr. Asad M. Malik and Mrs. Daisy Wai for their dedicated service to the Regional Municipality of York Police Services Board, the York Regional Police and the citizens of York Region.

16. Award of Mobile Workstation Evergreen 2007 Request for Proposal

RECOMMENDATION
  1. That the Police Services Board approve the award for the supply of the Mobile Workstation Evergreen 2007 Request for Proposal to Panasonic Canada Inc., at a cost not to exceed $799,000 excluding applicable taxes.

17. Purchase of Mobile Radios

RECOMMENDATION
  1. That the Board authorize the sole source purchase of up to 58 Motorola XTL 2500 radios, along with ancillary equipment, at a value not to exceed $217,900, including taxes.

18. Corporate Donations - York Regional Police Positive Ticket Programme

RECOMMENDATIONS
  1. That the Board approve the donation of 3,000 coupons from McDonald's Restaurants of Canada Limited for a total value of $11,070.00, in accordance with the Board's Donation and Solicitation Policy; and

  2. That the Board approve the donation of 3,000 coupons from Mac's Milk Convenience Stores for a total value of $5,070.00, in accordance with the Board's Donation and Solicitation Policy.

19. Request for use of York Regional Police Crest

RECOMMENDATIONS
  1. That the Board approve the use of the York Regional Police crest for the purpose of affixing the crest on children's plastic strollers at Upper Canada Mall in Newmarket, as part of a Junior Mall Patroller Programme, at no expense to York Regional Police; and

  2. That the Board approve the donation of $0.25 from each stroller rental to the Community Safety Village of York Region for an estimated annual donation of over $4000.00, in accordance with the Board's Donation and Solicitation Policy; and

  3. That the Board allow York Regional Police to enter into this same agreement with other malls within York Region under the same terms and conditions, if the opportunity arises.

20. Proposal to Share the Computer Aided Dispatch System with Fire Departments

RECOMMENDATIONS
  1. That the Board approve, in principle, the sharing of Computer Aided Dispatch resources with municipal fire services located within The Regional Municipality of York on the basis of full cost recovery by York Regional Police; and

  2. That the Board approve the commencement of negotiations with interested municipal fire services for the implementation and ongoing support of Computer Aided Dispatch (CAD) infrastructure and software by York Regional Police; and

  3. That the Board authorize the Chairman, subject to approval by York Region Legal Services, to sign agreements with municipal fire services for the implementation and ongoing support of Computer Aided Dispatch (CAD) infrastructure and software by York Regional Police.

21. Renewal of Leases at the Yonge Mulock Centre, 16775 Yonge Street, Newmarket

RECOMMENDATIONS
  1. That the Board approve the option for additional lease terms at the Yonge Mulock Centre situated at 16775 Yonge Street Newmarket, Unit 6 and 7, Unit 302A and 302B, and Unit 403 and 405 effective October 1, 2007; and

  2. That the Chief be authorized to execute a renewal agreement with Newmarket Property Corporation for the period of two years for Units 6, 7, 403 and 405 and for the period of three years for Units 302A and 302B for the extension to the current lease as set out in recommendation 1, subject to prior review by York Region Legal Services.

  3. Pending approval of the above recommendations, the Board provide notice of the lease renewals to the Region's Treasurer for reporting purposes under the Region's Financing and Debt Policy.

22. Lease of Additional Office Space

RECOMMENDATIONS
  1. That the Board approve York Regional Police to enter into negotiations to lease an additional 1,247 square feet of space at 16775 Yonge Street, Newmarket, Unit Number 301 from Newmarket Property Corporation; and

  2. That the Chief be authorized to execute a 2 year and 10 month lease agreement with Newmarket Property Corporation effective September 1, 2007, terminating June 30, 2010, subject to the approval of York Region Legal Services; and

  3. That subject to availability of additional space at 16775 Yonge Street, Newmarket, that the Board approve York Regional Police to enter into negotiations to lease up to 14,000 square feet of additional space.

  4. Pending approval of the above recommendations, the Board provide notice of the lease renewals to the Region's Treasurer for reporting purposes under the Region's Financing and Debt Policy.

23. York Regional Police/Township of King Ground Lease Agreement

RECOMMENDATION
  1. That the Chairman be authorized to execute a Ground Lease Agreement with the Township of King for the King Communication Tower Site, subject to prior review by York Region Legal Services.
