Positive Ticket Programme

RECOMMENDATIONS:
  1. That the Board approve the donation of 3,000 coupons from McDonald's Restaurants of Canada Limited for a total value of $11,070.00, in accordance with the Board's Donation and Solicitation Policy; and

  2. That the Board approve the donation of 3,000 coupons from Mac's Milk Convenience Stores for a total value of $5,070.00, in accordance with the Board's Donation and Solicitation Policy.
SYNOPSIS:

McDonald's Restaurants of Canada Limited have offered to donate 3,000 coupons for food products with a value of $11,070.00 and Mac's Milk Convenience Stores have offered to donate 3,000 coupons for Slushies with a value of $5,070.00. The purpose of the donation is to provide youth in the Region with rewards for positive behaviour in the York Regional Police Positive Ticket Programme.

FINANCIAL IMPLICATIONS:

These donations provide rewards for the York Regional Police Positive Ticket Programme without cost to York Regional Police.

BACKGROUND:

The York Regional Police Positive Ticket Programme was developed through the Herbert H. Carnegie FUTURE ACES Foundation. The Herbert H. Carnegie Future Aces Foundation is a not-for-profit, registered charitable organization established in 1987. It works in concert with hundreds of schools and organizations throughout Canada and beyond, in order to celebrate success and to foster positive relationships between institutions and their communities.

Future Aces is designed to inspire and assist youth and adults to become the best they can be as responsible, respectful, peaceful, confident and caring citizens and to work with schools, community organizations and corporations to reinforce and enhance character-building initiatives that promote harmony and to deter bullying, violence, racism and religious intolerance.

The Future Aces™ Creed, written by Mr. Carnegie in 1956, has been the catalyst for inspiring positive changes in people's lives for more than 50 years. All of the Foundation's programmes and initiatives incorporate this positive lifestyle guideline to help foster self-esteem and ethical behaviour.

The York Regional Police Positive Ticket Programme combines the values espoused in the The Future Aces™ Creed with the York Regional Police Values and provides rewards to young people for displaying positive behaviour and making good decisions. This innovative programme creates opportunities for police officers to issue tickets to youth who are doing something right. In this programme, youth are recognized for demonstrating the following "Future Aces" values:
  • Demonstrating a positive attitude
  • Using your ability to help society
  • Taking action with integrity
  • Achieving your goals with sincere effort
  • Cooperating with others
  • Acting with courage
  • Being confident without being arrogant
  • Showing empathy and consideration
  • Setting a good example
  • Pursuing your education
  • Proving service to others
  • Practicing good sportsmanship
The York Regional Police Positive Ticket Programme will include a reward that can be redeemed in the community. The rewards include discounted admission to local attractions and drinks and meals at local fast food restaurants and stores. York Regional Police will launch the York Regional Police Positive Ticket Programme beginning with the new school year in September of this year.

McDonalds Restaurants of Canada and Mac's Milk Convenience Stores were approached about the York Regional Police Positive Ticket Programme and they immediately agreed to participate. The donation from each of these sponsors is in the form of coupons and will be valid until December 31, 2008. The coupons issued by each of these sponsors will be valid for store location across York Region, thereby creating an equal opportunity for all ticket recipients across the Region.

McDonalds Restaurants of Canada have offered to donate 3,000 coupons for a Big Mac for a total value of $11,070.00 and Mac's Milk Convenience Stores have offered to donate 10,000 coupons for a Slushie for a total value of $5,070.00. Pursuant to the Board's Public Donations Policy 02-01 section 6, revised March 2003, "All public donations with a one-time or cumulative annual value of $5,000 or more require the prior approval of the Board."

It is recommended that the Board approve the donation of $11,070.00 from McDonald's Restaurants of Canada Limited and a donation of $5,070.00 from Mac's Milk Convenience Stores in accordance with the Board's Donation and Solicitation Policy.
