Re: Request for Use of York Regional Police Crest

RECOMMENDATIONS:
- That the Board approve the use of the York Regional Police crest, for the purpose of affixing the crest on children's plastic strollers at Upper Canada Mall in Newmarket, as part of a Junior Mall Patroller Programme, at no expense to York Regional Police; and,
- That the Board approve the donation of $0.25 from each stroller rental to the Community Safety Village of York Region, for an estimated annual donation of over $4000.00, in accordance with the Board's Donation and Solicitation Policy; and,
- That the Board allow York Regional Police to enter into this same agreement with other malls within York Region under the same terms and conditions, if the opportunity arises.
SYNOPSIS:
Upper Canada Mall Ltd., located at 17600 Yonge Street in Newmarket and owned by Ivanhoe Cambridge, has approached York Regional Police with a unique partnership opportunity. The mall rents plastic blue strollers, shaped like cars, to shoppers with children. If approved, the York Regional Police crest, along with the logo "Junior Mall Patroller" will be affixed to the front of each of these strollers and a portion of the monies received for the rental will be donated to the Community Safety Village of York Region.
FINANCIAL IMPLICATIONS:
A donation of $0.25 from each stroller rental will be made to the Community Safety Village of York Region, for an estimated annual donation of over $4000.00, with no cost to York Regional Police.
BACKGROUND:
The York Regional Police crest was registered as a trademark under the Trademarks Act on December 11, 1985. That crest may not be used, copied or reproduced in any manner without prior written permission of the Police Services Board.
The Upper Canada Mall in Newmarket offers blue plastic strollers, shaped like cars, to their shoppers with children for a rental charge of $3.00 per stroller. In June, the Upper Canada Mall approached York Regional Police with a unique opportunity. The Upper Canada Mall is asking that York Regional Police enter into a partnership wherein our crest be applied to the front of rental stroller along with the logo "Junior Mall Patroller". It is also understood that this proposal is predicated on the agreement with the Upper Canada Mall that they will not apply any other advertising or promotional material to these strollers without the express written consent of York Regional Police.
The Upper Canada Mall has agreed to donate $0.25 of every stroller rental to the Community Safety Village of York Region. The number of stroller rentals in 2006 was 17,215. If this trend continues next year, the Community Safety Village of York Region could realize a donation in excess of four thousand dollars ($4,000.00). The Upper Canada Mall is currently in the process of expanding and it is expected that there will be more stroller rentals in the future.
Pursuant to the Board's Public Donations Policy 02-01 section 6, revised March 2003, "All public donations with a one-time or cumulative annual value of $5,000 or more require the prior approval of the Board." This annual donation to the Community Safety Village of York Region will help build programs and purchase educational material that will benefit the more than 35,000 children that visit each year.
