4. Chairman Danny Wheeler and Chief Armand P. La Barge will present Police Services Board commendations to Mr. Paul Sharp, Mr. Serge Proulx and Sergeant Mark Lawrence for their heroic actions during an armed robbery on August 29, 2007 that resulted in the arrest of an armed subject.

PRESENTATIONS

5.1 BlueBear Law Enforcement Services C.E.O. Antoine Normand and Vice-President Alain Grenier will present Chief Armand P. La Barge with a Certificate of Merit that recognizes the work of the York Regional Police on LACE-Law Enforcement Against Child Exploitation.

5.2 Chief Armand P. La Barge and his team will make a presentation on Domestic Violence.

10. Status of Rewards

RECOMMENDATIONS
  1. That the Board renew the reward pertaining to the incident on March 15, 2004, of $20,000 for information leading to the arrest and conviction of the person(s) responsible for the hate crimes perpetrated in York Region pursuant to Rewards Board Policy No. 03/00; and
  2. That the Board renew the reward pertaining to the incident on February 8, 2004, of $100,000 for information leading to the arrest and conviction of the person(s) responsible for the murders of Zhu LIN, Yan LIU and Xiao ZHAN pursuant to Rewards Board Policy No. 03/00.


11. 2008-2010 Business Plan

RECOMMENDATION
  1. That the Board approve the 2008-2010 Business Plan for general release to the public.

RECOMMENDATION
  1. That the Board receive this report pursuant to Section 31(1)(j) of the Police Services Act, Board By-Law No. 06-04 respecting The Administration of the Complaints System under Part V of the Police Services Act, and Citizens Complaints/Policies/Services/Conduct, York Regional Police Procedure AI-311.

15. Lease of Additional Office Space

RECOMMENDATIONS
  1. That the Board authorize entering into a contract with Newmarket Property Corporation to lease an additional 5,828.73 square feet of space at 16775 Yonge Street, Newmarket, Unit Number 221 and Unit 222; and
  2. That the term of the contract be for a period of 3 years commencing on July 1, 2008 and terminating on June 30, 2011; and
  3. That the Chief of Police be authorized to execute the contract, subject to the approval of the Region's Legal Services as to form and content; and
  4. Pending approval of the above recommendations, the Board provide notice of the lease to the Region's Treasurer for reporting purposes under the Region's Financing and Debt Policy.

16. Renewal of Lease

RECOMMENDATIONS
  1. That the Board authorize an extension of the lease between the Board and JOCHRI Investments Limited for the Support Services building located at 200 Industrial Parkway South, Aurora, for a period of two years effective June 1, 2008; and
  2. That the Chief of Police be authorized to execute the lease extension agreement with JOCHRI Investments Limited, subject to approval of the Region's Legal Services as to form and content; and
  3. Pending approval of the above recommendations, the Board provide notice of the lease to the Region's Treasurer for reporting purposes under the Region's Financing and Debt Policy; and
  4. That the Chief of Police be authorized to exercise the one year renewal option on the same terms and conditions of the original lease and renewal lease save that the minimum rent shall be $8.20 per square foot and there shall be no further right to renew, unless the parties otherwise agree.

RECOMMENDATION
  1. That the Board receive this report.

18. York Regional Police Communication System Cost Recovery Agreements

RECOMMENDATIONS
  1. That the Board authorize the use of the York Regional Police radio communication systems by such departments of the Regional Municipality of York as, in the opinion of the Chief of Police, may safely be accommodated thereon; and
  2. That the Board authorize the Chairman to enter into service level agreements with such departments of the Regional Municipality of York as, in the opinion of the Chief of Police, may safely be accommodated thereon, subject to approval of the Region's Legal Services as to form and content; and
  3. That the Board authorize the Chairman to enter into service level agreements with municipal fire services currently using the York Regional Police voice radio system, subject to approval of the Region's Legal Services as to form and content.
