RECOMMENDATION
- That the Board receive this report pursuant to Section 31(1)(g) of the Police Services Act.
SYNOPSIS
Section 31(1)(g) requires the Chief of Police to provide regular reports on disclosures and decisions made relative to "Secondary Activities" under Section 49 of the Police Services Act.
It is a practice of our service to report to the Board on Secondary Activities by members of York Regional Police at the beginning of each year. The information contained in this report will also form part of the 2007 Annual Report.

BACKGROUND
Section 49(1) of the Police Services Act states that a member of a police force shall not engage in any activity, that interferes with or influences adversely the performance of his or her duties, places him or her in a position of conflict of interest, would otherwise constitute full time employment, or in which he or she has an advantage derived from employment as a member of a police force.
Section 49(3) of the Police Services Act states that a member of a police force who proposes to undertake activity that may contravene any of the foregoing conditions, or who becomes aware that an activity that he or she has already undertaken may do so, shall disclose full particulars to the Chief of Police. The Chief of Police shall decide whether the member is permitted to engage in the activity and the member shall comply with that decision.
During 2007, 13 Secondary Activity requests were received by the Chief's Office. Of those requests:
- 10 have been approved
- 1 application was withdrawn
- 2 are still pending.
Since 1989, a total of 232 Secondary Activity requests have been received. At the completion of 2007, an audit revealed that 82 are still active, as compared to 71 active requests in 2006.
As indicated in the attached chart the majority of secondary activity employment involves sales, followed by instructor/teaching, volunteer, miscellaneous, residential services, mechanical & technical services, and health services. Miscellaneous includes such secondary activities as actor, singer, militia, army reserves, OMHA referee, consultant, broadcaster and caterer.
