RECOMMENDATION:

That the Board receive this report.

SYNOPSIS:

At the Police Services Board meeting on June 20, 2007, York Regional Police was asked to provide terms of reference for the operation of the Regional Road Watch Committee. After consultation with the Committee it has been determined that this will be an 18-person Committee made up of police, municipal council and community members. The Regional Road Watch Committee will have the Officer in Charge of the York Regional Police Traffic Bureau as one Co-Chair and a member of a local municipal council as the second Co-Chair. Two Co-Vice-Chairs also from the Traffic Bureau and a local municipal council will be supported by a Secretary, a Treasurer and an Educational Officer. The remainder of the Committee will consist of 6 members representing the different municipalities, 2 community members, a youth representative and 2 members from the business community.

The Chairs and the Educational Officer will be elected by the Committee for a 2-year term. The Vice-Chairs will be elected for 1-year terms. The two community members, youth representative and two members from the business community will sit on the Committee for a 1-year term. Meetings will be held quarterly unless otherwise required. The effectiveness of this structure will be evaluated at the conclusion of the first year of operation.

FINANCIAL IMPLICATIONS:

There will be no financial impact on the 2008 operating budget.

BACKGROUND:

Road Watch is a community-based program that gives residents and visitors to the Region of York an opportunity to report aggressive and dangerous drivers to the police. The program targets aggressive and unsafe driving through awareness, education and enforcement.

The York Region Road Watch Committee oversees the program. All 9 municipalities will be represented on the Committee. The following individuals, as determined by the Committee, will fill the roles indicated for 2008.

Co-Vice Chair - Community Cathy Morton - Councilor, Town of East Gwillimbury
Co-Vice Chair - Police Sgt. Brad Bulmer - York Regional Police Traffic Bureau
Education Officer Larry Blight - Councilor, Town of Newmarket
Secretary Steve Castrucci, Community Member, East Gwillimbury
Treasurer To be appointed by the Committee


Other members of the Committee include members representing the different local municipalities, 2 community members, a youth representative and 2 members from the business community. The Committee will meet at least quarterly with minutes being produced and available to all participating members and organizations.

To ensure continuity and development within the Committee, it has been agreed that the Co-Chairs will hold their positions for a 2-year term. Terms will be set up to ensure the Co-Chairs do not vacate their positions at the same time. Similarly, the Co-Vice Chairs will serve 1-year terms and provide for the same alternating succession considerations as the position of Co-Chair.

Other designated positions and general membership will be reviewed annually with individuals being encouraged to participate for longer than a 1-year term. The intent is to make certain there is not a complete turnover of Committee membership in an effort to ensure that the initiatives and programs will have sustainable influence and a consistent delivery practice.

The York Regional Road Watch Committee will oversee and be responsible for the following:
  • Sharing ideas and information from each community in York Region to better promote and educate the public on road safety and the Road Watch Program;

  • Ensuring program consistency throughout the 9 municipalities in York Region;

  • Sponsoring a summer student initiative, financed by the Regional Road Watch Committee;

  • Providing a DVD on the Road Watch Program;

  • Overseeing a Regional Road Watch Launch in the spring of 2008.
Each participating municipality will be responsible for an annual membership fee as determined by the Road Watch Committee and supported by the local municipalities. This would ensure funds are available for on-going project work promoting the Regional Road Watch program.

Each municipality will be take on the responsibility for producing Road Watch pamphlets, the design and content of which will be agreed on by the Committee to ensure a consistent approach across the Region.

The effectiveness of the York Region Road Watch Committee will be evaluated at the end of 2008 and adjustments will be made to the structure and operation, if required.
