Police Services Board Thanks Chair Frank Scarpitti
Board Vice Chair Virginia Hackson thanked Chair Scarpitti, on behalf of the Board, for his leadership and strong dedication to police governance and community safety. Mayor Frank Scarpitti, whose appointment ends next month, has served on the Board for 10 years and as Chair for the last five years. During Chair Scarpitti’s tenure, the Board has overseen substantial changes to York Regional Police including an expansion to the Service’s resources while ensuring one of the lowest policing costs per capita in Ontario. As a member of the Board, he supported the construction of several police facilities to meet the growing population and safety demands of the citizens.
Chair Scarpitti has been a strong advocate for change as a member of the Board. With his leadership, the Board advocated for changes to the medical marijuana access laws and advocated for provincial funding to combat guns and gang violence in York Region and more recently on the Cannabis Act. In 2015, Chair Scarpitti supported the Board’s resolution that called on the federal government for an inquiry into missing and murdered indigenous women and a resolution that called on the government for legislative changes to the interest arbitration process and was a strong voice for cost-effective and affordable policing services.
Under his leadership, the Board has made submissions to the province on changes to the Police Services Act which include creating more efficiencies in police services and strengthening police governance in Ontario and made submissions to the Independent Police Oversight Review for better police oversight mechanisms.
Regional Chairman Wayne Emmerson thanked Chair Scarpitti, on behalf of Regional Council, for his service to the Board over the last 10 years and for his commitment to positive change. Chair Scarpitti thanked the Board for its hard work, for advocating for changes to legislation to improve community safety and police oversight. Chair Scarpitti also thanked the members of York Regional Police for ensuring the safety of the citizens of York Region.
City of Vaughan Mayor Maurizio Bevilacqua will replace Mayor Scarpitti in October.

Crime Rate in York Region
The overall crime rate in York Region increased by five percent during the first half of 2017 when compared with the first half of 2016. The rate of violent crimes increased by 11.6 percent while the rate of property crimes increased by 1.9 percent during that same period. The rate of sexual violations has also increased by 4.5 percent to 336 violations during that same period. Most of the crime categories, however, continue to experience decreases. York Region continues to be a safe community with one of the lowest crime rates in Canada. For a full copy of the crime statistics, please visit the Board's website.
Semi-Annual Public Complaints Report
The Office of the Independent Police Review Director (OIPRD) received 77 complaints against York Regional Police officers compared with 70 during the same time in 2016. Nineteen (19) of those complaints remain under investigation. Thirty-six (36) complaints were deemed to be not in the public interest, frivolous, or more appropriately dealt with under another Act or law; one complaint was unsubstantiated; 11 public complaints were withdrawn by the complainant; nine complaints were resolved informally and one complaint did not fall under the OIPRD’s jurisdiction. St. John Ambulance
The Board approved support of the St. John Ambulance 10th Annual Black and White Charity Gala taking place on November 2, 2017 in Markham, Ontario. The proceeds of this event support the volunteer-run programs which are provided to York Region communities every year.
