Retiring Superintendent Karen Noakes
The Board recognized retiring Superintendent Karen Noakes after a 32-year long career with York Regional Police. Superintendent Noakes worked in Patrol, CIB, Investigative Services, Domestic Violence, Drugs & Vice and was the head of the Support Services Branch which includes the Emergency Response Unit, Traffic Unit, Canine, Air Patrol and other services. Superintendent Noakes was promoted to the rank of Superintendent in May 2008 and is the first woman within the Service to be promoted to this rank. She has received numerous awards and accolades and has served as a mentor and role model to other women in policing.
Bill 175, Safer Ontario Act
The Board received an overview of Bill 175, Safer Ontario Act which was introduced on November 2, 2017. The proposed legislation represents significant changes to policing and public safety in the Province. The changes aim to improve police oversight and accountability and provide a collaborative approach to community safety and well-being. The presentation to the Board included an overview of the provisions which relate to police governance and oversight, police discipline, community safety and well-being plans, alternate police service delivery and public complaints among other areas of the new bill. Amended Resolution on Financial Implications of the Cannabis Act
The Board adopted an amended resolution calling on the federal and provincial governments for specific funding to offset additional expenses which will be incurred by the Board as a result of the legalization of marijuana for recreational purposes. The Board is also calling on the federal and provincial governments to provide sufficient funding to the Board on an ongoing basis at a rate of approximately two percent of the police operating budget per year. Board Appoints New Police Officers
The Board appointed 30 new individuals as Cadets-in-Training. The cadets are highly experienced and possess linguistic skills and are representative of the many diverse communities in York Region.

The Regional Municipality of York Police Services Board is a seven-member civilian Board that oversees the York Regional Police and is comprised of one member as Head of Municipal Council, three members are appointed by resolution of Regional Council and three by the Lieutenant Governor of Ontario.
