Recognition of Former Board Member
The Board recognized former member Brad Rogers for his dedicated and committed service to the Board and to the citizens of York Region. Mr. Rogers’ term on the Board ended on September 30. Mr. Rogers has supported the Board’s mandate and demonstrated his commitment to good governance and community safety. As a member of the board, he has been involved in some significant board decisions including the budget approval processes and the approval of the current Business Plan and was a member of the Board’s bargaining committee during the last round of bargaining. The Board thanked Mr. Rogers for his commitment and dedication to the Board and to the citizens of the Region.
Board Approves 2018 Police Budget
The Board approved the 2018 York Regional Police Operating Budget of $323.5 million which is a 4.1 percent increase over the 2017 budget and features 22 additional personnel. The budget includes the addition of 14 sworn officers and eight civilian support staff to address population growth and intensification, continued sustainable and effective police services to the communities and increasing demands for service. The additional 14 sworn officers will be assigned to Investigative Services, Organized Crime and Intelligence Services and District Operations. The 2018 police budget continues to maintain the lowest policing cost per capita in Canada among comparable police services (with populations of over 1 million residents).
The Board also approved the 2018 Police Capital Budget totaling $22.6 million with a Capital Spend Authority of $46.9 million. The expenditures include $11.9 million for facilities, $4.4 million for vehicles, $3.1 million for information technology, $3.0 million for specialized equipment and $0.3 million for communication equipment. Financing for the capital budget is a combination of contributions from reserves, debenture proceeds repaid from development charges, debt reduction reserve funding, development charge collections and external funding.
The 2018 Police Budget will be considered by the Region’s Committee of the Whole at its meeting on November 30, 2017. A copy of the budget presentation can be found on the Board’s website.
Board Appoints New Auxiliary Members
The Board appointed 14 new auxiliary members. The new volunteers are highly experienced and possess linguistic skills and are representative of our many diverse communities.
2010-2016 Sexual Assault Investigation Review
Following concerns over sexual assault cases being cleared as “unfounded” between 2010-2014, the Minister of Community Safety and Correctional Services requested all Police Services Boards and Chiefs of Police to conduct a review of its sexual assault investigations. The York Regional Police conducted an internal review of all its sexual assault investigations during the 2010-2016 period that were cleared as “unfounded” and also conducted a quality assurance audit of policies, procedures and training. The Regional Municipality of York Police Services Board is a seven-member civilian Board that oversees the York Regional Police and is comprised of one member as Head of Municipal Council, three members are appointed by resolution of Regional Council and three by the Lieutenant Governor of Ontario.
