Board Meeting Highlights - January 23, 2023


Election of Chair and Vice Chair

The Board elected York Region Chairman and CEO Wayne Emmerson as Chair of the Board for 2023. Chair Emmerson stated he looks forward to serving as Board Chair going forward and has some big shoes to fill, referring to the previous Chairs that served before him. Chair Emmerson has been a member of the Police Services Board since 2014. Chair Emmerson is currently serving his third term as Chief Executive Officer for the Region of York. He is committed to good governance, community safety in York Region, and supporting diversity, equity and inclusion in our police service.

 

The Board also re-elected Mayor Steve Pellegrini as its Vice Chair. Mayor Pellegrini has been a member of the Board since June 2021 and is currently serving his third consecutive term as Mayor of the Township of King. Mayor Pellegrini has over 35 years of service in the municipal sector and is involved in many boards in his community. As Vice Chair, Mayor Pellegrini is committed to working on important governance and community safety issues and ensuring the safety and well-being of York Region residents remains a top priority.

Regional Appointments to the Board

At its meeting on December 15, 2022, Regional Council re-appointed Mayor of the Township of King Steve Pellegrini and appointed Regional Councillor and Deputy Mayor of Vaughan Linda Jackson to the York Regional Police Services Board for the term of 2022-2026. New Board Member Regional Councillor Linda Jackson

The Board welcomed Regional Councillor and Deputy Mayor of Vaughan Linda Jackson to the Board. Regional Councillor Jackson was appointed for the term of Council on December 15, 2022.

Board Member Linda Jackson is the Deputy Mayor of the City of Vaughan and sits on the City of Vaughan and York Region Council as well as several boards, committees, and task forces. She was recently re-appointed to the Toronto and Region Conservation Authority (TRCA) Executive Committee and Board of Directors.

Deputy Mayor Jackson was first elected to the position of Ward 2 Councillor in a by-election in June of 2002 and then elected as a Local and Regional Councillor in November of 2003. In 2006, she was elected Mayor of Vaughan and served until November 2010. Linda returned to Vaughan Council in November 2018, serving as a Local and Regional Councillor. On October 24, 2022. Linda was re-elected to the City of Vaughan as Deputy Mayor, Local and Regional Councillor.

Report on Police Auxiliary and Volunteers

The Board received a report from the Chief of Police outlining the contributions made by York Regional Police volunteers and auxiliary members. Members of the auxiliary unit are required to commit at least 12 hours per month. Some of their duties include participation at special events, administrative functions, emergency/disaster response and traffic control. The auxiliary unit contributed over 19,147 volunteer hours in 2022.

Monitoring Requirements

The Board received the annual report from the Executive Director on the status of monitoring requirements. Section 31 of the Police Services Act requires a Board to direct the Chief of Police and monitor their performance. The monitoring requirements set out clear expectations for the Chief of Police and the Board with regard to reporting requirements. The Board fulfills its statutory obligations through oversight mechanisms and governance practices. The monitoring report supports the Board achieving its mandate. Next Regular Meeting of the Police Services Board

Date: Wednesday, February 22, 2023, at 9:15 a.m. Regular Meetings of the Board will adopt a hybrid format with in-person and online options for participation. At this time, the Administrative Centre remains closed to the public. Members of the public can watch the meetings live on Youtube. Further instructions on the broadcast will be posted on the Board website.

The Regional Municipality of York Police Services Board is a seven-member civilian Board that oversees and governs the York Regional Police and is comprised of one member as Head of Municipal Council; three members are appointed by resolution of Regional Council and three by the Lieutenant Governor of Ontario.
