Mayor Frank Scarpitti, Chair

Mayer Frank Scarpitti

On January 25, 2012, Mayor Frank Scarpitti was elected as Chair of the Police Services Board until the commencement of the first regular meeting of the Board in 2013. This is his first term as Chair.

Mr. Frank Scarpitti was elected Mayor of Markham in 2006 and re-elected in 2010 for a further four-year term. He is an ex officio member of all Town Committees and also serves on York Regional Council.

Regional Council appointed Mayor Frank Scarpitti to the Regional Municipality of York Police Services Board on May 25, 2007 and Mayor Scarpitti was re-appointed for the term of Council which ends November 30, 2014.

Mr. Bill Fisch, B. Comm., L.L.B. - Regional Chairman & C.E.O. – Regional Council Appointee

Mr. Bill Fisch, B. Comm., L.L.B.

Mr. Bill Fisch, Chairman and Chief Executive Officer for the Regional Municipality of York, was first appointed by Regional Council to the Police Services Board in 1995. He served as Vice-Chair of the Board from 1996 to 1997. Mr. Fisch was elected Chairman of the Regional Municipality of York in 1997 and acclaimed as Chairman in 2000, 2003, 2006 and 2010. Since 1997, Mr. Fisch has been an ex-officio member of all Regional Committees. He is Chair and CEO of the Rapid Transit Board, and a Board Member of the Association of Municipalities of Ontario and York Central Hospital.

Mrs. Barbara Bartlett, Vice-Chair – Regional Council Appointee

Mrs. Barbara Bartlett

Mrs. Barbara Bartlett of the Town of Newmarket, was appointed to the Police Services Board by Regional Council , effective July 1, 2008. In November 2010, Mrs. Bartlett was re-appointed to the Board for the term of Council which ends November 30, 2014. Mrs. Barbara Bartlett was first elected as Vice-Chair of the Board on November 24, 2010 and has been subsequently re-elected as Vice-Chair in 2011 and 2012. In 2011, Vice-Chair Bartlett was elected to serve on the Ontario Association of Police Services Boards.

Mrs. Virginia Hackson, Mayor – Regional Council Appointee

Mrs. Virginia Hackson

Mayor Hackson was appointed to the Police Services Board on January 26, 2012 by Regional Council. Mrs. Hackson was elected as Mayor of the Town of East Gwillimbury in October 2010 and until her election as Mayor she served the people of East Gwillimbury as a Councillor for three terms, joining Town Council in 2001.

Ms Joanna Yu - Provincial Appointee

Ms Joanna Yu

Ms Joanna Yu was appointed by the Lieutenant Governor of Ontario to the Police Services Board on June 20, 2007. She was re-appointed to the Police Services Board for a further period of three years, effective June 20, 2008 and for a further two-year term commencing on June 20, 2011.

Ms Yu earned her Bachelor of Law Degree in 1989 and served as a lawyer in China before immigrating to Canada in 1993. From 1993 to 1996, as a Crime Reporter for a Chinese Daily Newspaper, Ms Yu attended monthly Toronto Police Services Board Meetings and reported on police services to the Chinese community.

Mr. Sam Herzog - Provincial Appointee

Mr. Sam Herzog

Mr. Sam Herzog was appointed by the Lieutenant Governor of Ontario to the Police Services Board for a three-year term commencing June 22, 2007 and for a further three-year term commencing on June 22, 2010.

Since 1977, Mr. Herzog has been a principal owner of Lifetime Urban Development, a successful real estate development firm providing project development and management in the areas of custom built and single family residential homes, shopping mall construction, commercial property leasing, high rise apartment and condominium buildings, hotel development and commercial building retrofitting. Some of the more prominent projects Mr. Herzog is currently involved in are; The Four Seasons Hotel, Bisha Hotel & Residences, The Yorkville, Liberty Market Lofts M5V Condominiums and Liberty Market Building- a 350,000 square foot state of the art office renovation.

Mr. John Molyneaux - Provincial Appointee

Mr. John Molyneaux

Mr. John Molyneaux was sworn in as a Member of the Regional Municipality of York Police Services Board at its meeting on November 24, 2010. The Lieutenant Governor of Ontario appointed Mr. Molyneaux to the Police Services Board for a three-year term on November 3, 2010.

John was a civilian member of the Ontario Provincial Police from 1971 to 1976. During that time he became a Volunteer Fire Fighter with the Newmarket Fire Department. He became a full-time member of that department in 1977.
