Regional Councillor Danny Wheeler, Chairman

Chairman Danny Wheeler entered political life in 1982. During the past 25 years, he has served both as Ward and Regional Councillor. Elected to eight consecutive terms as Regional Councillor, he also has the distinction of being the Town's Deputy Mayor.

Regional Council appointed Regional Councillor Danny Wheeler to the Police Services Board in 2002, and again in 2003 and in 2006. Board Members elected him as Chairman for the fourth time on January 27, 2010.

Mr. Joe Persechini, Vice-Chairman - Provincial Appointee

Mr. Joe Persechini was first appointed to the Police Services Board by the Lieutenant Governor of Ontario on April 21, 2004. On February 25, 2009, the Lieutenant Governor of Ontario reappointed Mr. Persechini as a member of the Board until April 20, 2010 and recently extended his appointment until such time as a new member is appointed. The Board elected him Vice-Chairman for a fourth time on January 27, 2010.

Born in Italy, Mr. Persechini came to Canada in 1959. In 1975, he opened the Persechini Fitness Centre in Newmarket. Today, the well-known Persechini Fitness and Squash Complex is one of the largest privately-owned fitness centres in York Region.

Mr. Bill Fisch, B. Comm., L.L.B.

Mr. Bill Fisch, Chairman and Chief Executive Officer for The Regional Municipality of York, was first appointed by York Regional Council to the Police Services Board in 1995. He served as Vice-Chairman of the Board from 1996 to 1997. Mr. Fisch was elected Chairman of The Regional Municipality of York in 1997 and acclaimed as Chairman in 2000, 2003 and 2006. Since 1997, Mr. Fisch has been an ex-officio member of all Regional Committees. He is Chair, Rapid Transit Board, and a member of the Association of Municipalities of Ontario and the Toronto and Region Conservation Authority.

Mr. Frank Scarpitti was elected Mayor of Markham in 2006 for a four-year term. He is an ex officio member of all Town Committees and also serves on York Regional Council.

Regional Council appointed Mayor Frank Scarpitti to the Regional Municipality of York Police Services Board effective May 25, 2007.

Mr. Frank Scarpitti was first elected as Regional Councillor for Markham in 1985. He was re-elected in 1988, 1997, 2000, 2003 and in 1991 as Deputy Mayor.

Mr. Sam Herzog - Provincial Appointee

Mr. Sam Herzog

Mr. Sam Herzog was appointed by the Lieutenant Governor of Ontario to the Police Services Board for a three-year term commencing June 22, 2007 and for a further three-year term commencing on June 22, 2010.

Since 1977, Mr. Herzog has been a principal owner of Lifetime Urban Development, a successful real estate development firm providing project development and management in the areas of custom built and single family residential homes, shopping mall construction, commercial property leasing, high rise apartment and condominium buildings, hotel development and commercial building retrofitting. Some of the more prominent projects Mr. Herzog is currently involved in are; The Four Seasons Hotel, Lumiere Condominiums, Water Park City Condominiums and Liberty Market- a 350,000 square foot state of the art office renovation.

Ms Joanna Yu - Provincial Appointee

Ms Joanna Yu

Ms Joanna Yu was appointed by the Lieutenant Governor of Ontario to the Police Services Board on June 20, 2007. She was re-appointed to the Police Services Board for a further period of three years, effective June 20, 2008.

Ms Yu earned her Bachelor of Law Degree in 1989 and served as a lawyer in China before immigrating to Canada in 1993. From 1993 to 1996, as a Crime Reporter for a Chinese Daily Newspaper, Ms Yu attended monthly Toronto Police Services Board Meetings and reported on police services to the Chinese community.

Mrs. Barbara Bartlett - Regional Council Appointee

Mrs. Barbara Bartlett

Regional Council appointed Mrs. Barbara Bartlett of the Town of Newmarket as a citizen member to the Police Services Board effective July 1, 2008. She will serve until November 30, 2010, or until her successor is appointed.

Since April 1995, Mrs. Bartlett has been the General Manager of the Best Western Voyageur Place Hotel in Newmarket. A prominent business leader in the community, with a background in marketing and journalism, Mrs. Barbara-Ann Bartlett was Chair of the Best Western Ontario-Quebec Hotels CO-OP for five years, Chair of the Newmarket Chamber of Commerce for four years and Chair of York Region Tourism for three years. Currently, she is an active Member of both the Newmarket Chamber of Commerce and the Advisory Board of Smart Commute: Central York.
