2022 Use of Force Report and Presentation
The Use of Force Report is a province-wide standardized method of collecting information from individual police services on use of force incidents. When an officer uses a use of force option in the course of their duties, a report must be completed. A member shall submit a use of force report when: a firearm is drawn in the presence of a member of the public, physical force is used on a person, pointed at a person, when a firearm is discharged, a Conducted Energy Weapon is deployed, or when a police officer uses any other weapon, a Use of Force report must be completed. In 2022, there were over 401,000 interactions with the public; of those interactions, 199 resulted in incidents where force was used, which accounts for 0.05 percent of all police interactions which involved mandatory use of force reporting. This is also a 13.5 percent decrease in use of force incidents. The report is submitted to an internal review committee and the Chief of Police and is used to identify training needs and changes that need to be made to policy or procedures.
As of January 1, 2020, under the Anti-Racism Act, police services are now required to collect data on the perceived race of those subjects involved in use of force incidents. Provincial Appointments to the Board
At its meeting on April 26, 2023, the province re-appointed Mr. Walter J. Perchal to the York Regional Police Services Board for a one-year term. The Board also welcomed Madeleine Bodenstein, who was appointed for a three-year term starting on April 20, 2023.
Board Member Madeleine Bodentstein is a Funeral Director and Preplanning Specialist, a Real Estate Salesperson, an LLQP Insurance Agent, and a Property Manager. Her community involvement includes serving as Director and Chair of the Nominations Committee with Reena Foundation Board of Directors, a Chairwoman of The Farm Rehab in Stouffville, an Associate Member of BSAC in Florida, a member of the DIOC Board, she is a joint Co-Sponsor of the Chief's Gala in Toronto for Victim Services, and she is also a member of numerous professional associations related to her career. She was previously the CEO of a second-stage vehicle manufacturer, where she gained experience in Government regulations, manufacturing principles, accounting, contract negotiations, employee management, and managing and understanding finances, and she was also the Managing Executive Director of a well-known Toronto dinner theatre. 2020-2022 Business Plan Year Three Highlights
The 2020-2022 Business Plan is a result of extensive consultation and research with the community and York Regional Police members and consists of their input which was used to develop the activities. The business plan aims to provide high-quality, affordable police services to its residents in a way that is transparent, accountable and inclusive.
Ninety-seven of the 105 activities have been completed, with a 92.4 percent completion rate. There are eight remaining activities which are already in process or being reviewed for the 2023 – 2025 Business Plan. Year 3 priorities include enhanced regulatory partnerships to disrupt, deter and dismantle organized crime, new partnerships with the Solicitor General to create scenario-based training for persons in crisis, focused recruitment efforts towards racialized communities through various engagement events and created a new social media marketing and intern program with York University. 2020-2022 Business Plan Year Three Status Report
Board Supports Be a Hero Head Shave
The Board approved a donation to support the 2023 Be a Hero Head Shave which supports the Pediatric Oncology Clinic at Southlake Regional Health Centre. The Be a Hero Head Shave was hosted on April 22, 2023, at Upper Canada Mall and was chaired by Deputy Chief Paulo Da Silva. The goal was to raise $100,000.
Board Supports Crime Stoppers of York Region
The Board approved a donation to support Crime Stoppers of York Region services to directly service the client. Crime Stoppers of York Region is a not-for-profit organization whose mission is to assist in solving crime and keeping communities safe.

The Regional Municipality of York Police Services Board is a seven-member civilian Board that oversees and governs the York Regional Police and is comprised of one member as Head of Municipal Council; three members are appointed by resolution of Regional Council and three by the Lieutenant Governor of Ontario.
