Adequacy Standards Regulation Policy

Statutory Authority
On January 8, 1999, the Ministry of the Solicitor General introduced Regulation 3/99 under the Police Services Act: Adequacy and Effectiveness of Police Services. This Regulation is designed to provide all Police Services and Boards with the structure needed to ensure the effective delivery of policing services in Ontario. The Adequacy Regulation requires that Police Services and Police Services Boards be in compliance by January 1, 2001.
Policy Statement
It is the policy of the Regional Municipality of York Police Services Board with respect to the Board policies required under the Adequacy Standards Regulation that:

this Board will adopt the Ministry of the Solicitor General’s sample Police Services Board policies set out in the Policing Standards Manual 2000 as its policy direction to the York Regional Police Service; and
-
the Chief of Police will comply with the provisions set out in the Ministry of the Solicitor General’s sample Police Services Board policies.
And further, it is the policy of the Regional Municipality of York Police Services Board, in accordance with the requirements of the Adequacy Standards Regulation, that York Regional Police will provide:

community-based crime prevention initiatives;
-
the services of a communications centre;
-
crime, call and public disorder analysis;
-
criminal intelligence;
-
scenes of crime analysis, forensic identification, canine tracking, physical surveillance, video and photographic surveillance;
-
technical collision investigation, reconstruction and breath analysis investigative supports;
-
the services of a public order unit within a reasonable response time;
-
containment;
-
the services of a tactical unit, available 24 hours a day and within a reasonable response time;
-
the services of a hostage rescue team, available 24 hours a day and within a reasonable response time;
-
the services of a major incident commander, available 24 hours a day and within a reasonable response time;
-
the services of a crisis negotiator, available 24 hours a day and within a reasonable response time;
-
the services of police forced entry explosive technicians, available 24 hours a day and within a reasonable response time; and
-
the services of explosive disposal technicians, available 24 hours a day and within a reasonable response time.
In addition, the Regional Municipality of York Police Services Board will enter into an Agreement under Section 7 of the Police Services Act with the Commissioner of the Ontario Provincial Police to provide behavioural science supports and electronic interception; with the Durham Regional Police Services Board to provide polygraph investigative supports; and with the Toronto Police Services Board and the Royal Canadian Mounted Police to provide electronic interception. The aforementioned services will be delivered on an as-required basis.
Quality Assurance Process
In compliance with Section 35 of the Adequacy Regulation, the Regional Municipality of York Police Services Board will develop a quality assurance process that consists of:
- Reporting by the Chief of Police per an established schedule to the Regional Municipality of Police Services Board;
- Internal Audits conducted by the York Regional Police Quality Assurance Unit; and
- Audits/Inspections conducted by the Ontario Ministry of the Solicitor General.
