Deputy Chief Robertson Rouse Announces Retirement

Deputy Chief Robertson Rouse has announced his retirement after 36 years of exemplary service to the citizens of York Region and to the York Regional Police. Deputy Chief Rouse’s commitment, expertise and dedication have been tremendous and the loss will be felt across the organization. Deputy Chief Rouse’s last day will be June and his Service will be formally acknowledged at the May Board meeting along with his retiring badge. Media Release

Annual Report on Public Complaints

The Board received the Annual Report on Public Complaints from the Chief of Police. There were 209 public complaints made against York Regional Police in 2022 compared with 213 in 2021. Five were service complaints and 204 were conduct complaints. One hundred and nineteen (119) complaints were screened out by the Office of the Independent Police Review Director because they were determined to be frivolous, vexatious or made in bad faith; could be better dealt with under another act or law; were not in the public interest; or were over six-months old.  Ninety (90) public complaints were investigated by York Regional Police with one resulting in discipline towards the officer; seven complaints were informally resolved; 29 were withdrawn, and 16 were determined to be unsubstantiated. The most common complaints category was related to police procedures while others were related to misuse of authority, verbal incivility and physical assault. Annual Report on Public Complaints

Donations to York Regional Police

In 2022, York Regional Police received over $209,500 in public donations comprised of approximately $205,555 in cash donations and $4,000 in non-cash donations.  Donations to YRP have assisted in funding police programs and equipment and have assisted organizations like the Community Safety Village and Holiday Heroes. Annual Report on Equity and Inclusion Strategy

The Board policy on Equity and Inclusion requires the Chief to develop a strategy and procedures which aim to promote equity, inclusion and diversity across York Regional Police and at all levels of leadership. The strategy aims to prevent discrimination and harassment in the delivery of its services to the public and the workplace. The strategy covers but is not limited to service delivery, employment practices, communications and professional development and training. Initiatives include Professionalism, Leadership and Inclusion Office; Diversity, Equity and Inclusion Bureau; Indigenous Truth and Reconciliation; Anti-Black Racism Working Group; Anti-Racism Training Program; Inclusion Charter of York Region; Internal Support Networks and Equity and Inclusion Training Programs. In addition, the updates on the 2020-2022 policing action plan include the work it involves and continues to be all-encompassing and embedded throughout the organization. The Regional Municipality of York Police Services Board is a seven-member civilian Board that oversees and governs the York Regional Police and is comprised of one member as Head of Municipal Council; three members are appointed by resolution of Regional Council and three by the Lieutenant Governor of Ontario.
