York Regional Police Service Board Ratifies Five-Year Agreement with Police Association

York Region – The Regional Municipality of York Police Service Board is pleased to announce the ratification of a new five-year Uniform and Civilian collective agreement with the York Regional Police Association (Association) as of August 1, 2025. This process was a collaborative effort centered on supporting recruitment, retention and member wellness, while balancing the fiscal health and sustainability of police services in York Region. It also reflects a shared commitment to stability, competitiveness, and the long-term success of both the organization and its people.
“This agreement is the result of several months of productive dialogue and mutual respect with the York Regional Police Association through a challenging and unique round of negotiations. The Police Service Board is pleased to have reached a fair and fiscally responsible agreement that reflects the shared priorities of both parties and creates a strong foundation for the future,” said Board Chair Steve Pellegrini. “This settlement strikes the right balance and supports ongoing goals. Both parties worked toward greater alignment, with a focus on being consistent with comparators and ensuring financial certainty. We are confident this agreement positions us well to meet current and future challenges while continuing to deliver value.”
The Board, at a Special Meeting, voted unanimously to ratify the agreement. The Association also ratified the agreement earlier today.
Details of the agreement include an initial 6.81% increase to wages followed by an annual wage increase ranging from 2.5 to 3.5 percent over the term of the five-year contract. The agreement also includes enhanced health care benefits to keep pace with comparators, premiums for specialized duties equivalent to other Canadian police services, and increases to pregnancy/parental leave and psychological benefits for members.
“I am confident that this agreement will allow York Regional Police to recruit and retain the country’s finest police officers and professional talent for years to come,” said Chief of Police Jim MacSween. “The terms of the agreement place our organization in the best possible position to ensure the safety and security of citizens in our region, while providing our members with the supports they require to perform at their highest level.”
The enhancements outlined in the collective agreement will be rolled out progressively throughout the term of the agreement. This phased implementation strategy is designed to align the optimization of entitlements with the Board's strategic objectives, ensuring fiscal responsibility.
The agreements are consistent with other GTA comparators and will bring York Regional Police in parity with those organizations.
The collective agreements between the parties expired on December 31, 2024, and the YRPA membership voted in favour of ratifying the agreements on August 1, 2025.

The Regional Municipality of York Police Service Board is a seven-member civilian Board that oversees and governs the York Regional Police. A municipal Board is comprised of one member as Head of Municipal Council or other appointed member of council; three members are appointed by resolution of Regional Council and three by the Lieutenant Governor of Ontario.
